Insect and Spider Identification: Small parasite living on indoor plants.Please help,gardeners, 3 by TwistedPlant

I have 3 plants: one Dracaena Marginata and two that I cannot label. All of them are being under the attack of some very small 1. white rice grain-shaped eggs (the Dracaena) and 2. small, puffy, almost static bugs that nest a sort of cocoon at the root of the leafs (the unknown plants).
