Insect and Spider Identification: ID of unknown bug in apartment -, 0 by compal

I have no idea what this is, and need your expertise. I see these things every once in a while in the most random places. I can't give you exact dimensions... but almost the size of a sharpened #2 pencil tip. They barely move and stay within a region/wall for hours... just randomly every few days. I've noticed these since I moved into my apartment. I haven't noticed them in or on my bed, or when changing... but it would be great to know. I usually take them off the wall when a toilet paper piece, and then while on the cotton fibers can I see them move every so slightly, but surprising. They don't seem to run away from light source when shining a flashlight, and these are isolated bugs - e.g. I don't see multiples in any particular area.

Where are they coming from - how can I possibly eliminate them?
