Insect and Spider Identification: 1)bright orange flying bug, 2)spider northern Californi, 0 by marzissa

Also, I don't have a pic, but there is a bug which I see around alot that it a bright yellow/green with black spots, round body shape, kind of cute looking. Do you know it?
