Insect and Spider Identification: a bazillion itty bitty unknown bugs, 0 by amfm

These are tiny little bugs, so it's pretty creepy to be able to hear them rustling. I didn't notice them a couple of days ago, so they showed up quick. The first picture is the bug and the second is some of the bugs on a quarter inch drip line for scale. We live in the Phoenix area.
