Anyway, the holes are close together so that the little leaves tend to grow up, and that way, the tray holds lots of little plants. When they get to you, and you pot them up, the leaves come right down and lay normally, and you have a cute baby plant! I've had great luck with plugs I've gotten from several vendors. Think of them as a compromise between leaves and potted plants. This plant was sent to me as a plug this spring.
