For your cascading plant--you don't mention what zone you're in, but if you're in the zone 7 part of VA then you might consider one of the trailing varieties of rosemary. They look really pretty cascading over a wall and do grow pretty quickly. They do attract a lot of bees when they bloom though so if people are going to be spending a lot of time in the area then you may want to consider something else. Here's a pic of mine--plants are about 2 yrs old right now.
