Teaching a child to swim is great, but teaching the drown-proofing method is essential and might have saved that child if, when too tired to swim, he would have just relaxed and floated in the vertical position until his friend got help. The big tragedy here is people getting caught in the riptides and not know enough or just they just panic and then try to swim back to the beach against it, rather than swimming parallel to the shoreline until you get out of it.
