Many vines take a few years to develop enough to make flowers. Other vines, like Wisteria, grapes etc. also take 2-5 years to give flowers. If you don't get flowers this fall (Sept-Oct) then you should next year (hopefully).

Also try not to fertilize the vine or the area around it, unless it is growing poorly. Excess nitrogen causes leaf growth at the expense of flowers in most woody vines.
