Yes, it looks like you have a basal shoot. It is probably a branch from the cutting below the surface. When it gets nice and big, you can leave it as it is, or you can prune off the original cutting, or you can prune off the new cutting and make a new plant. I would plant it all together as it is and prune later after it has put on some growth. Some brugs look nice with just one branch and trained as a standard, but multiple branches are nice too. Summer is the best time to root cuttings if you do decide to prune.

This tree sent up lots of basal shoots. I pruned out a couple but let the rest grow. I also pruned out some crossing branches.
