Kathy you can start the seeds now and they should be fine with a little extra protection. Or you could also wait and do them by winter sowing method (there is a lot of information of the site about that if you are interested just do a search on winter sowing and it will bring you up several threads where it has been discussed)
Or you can wait until spring to start them.
I did some by winter sowing and they are not as tall as the others but they are all getting buds on them and will have a few flowers each. Next year they will be full size and as large as my others.
I started quite a few things this time of year last year and did not have much luck with any of it surviving the winter here, but it may have been me and not the plants.
I love the winter sowing method, I have enormous success doing that, and it is very easy to do.

bug I am adding a photo of one of the passi's that you sent me, I can't believe how much its grown! its got about 10 inches of new growth on it and looks great, the other two are doing fine, but this one is really busy!
