I think this is the spider that's taken up residence in my rock garden. We've got a boat load of them. Just going by the picture i think it definitely is. They make extremely white webs underneath rocks and in very dark places and seem to dislike light. The females are pretty good size (about a 1/2 inch). I don't have anything against the spider, so my comment is neutral. Spiders are helpful little friends in the garden (though surprising and creepy at times).
EDIT:::hmm, apparently it can't be the kind we have as it seems to be this species just lives in Europe...well, anyway, we've got a group that look just like these, now i wonder what they could be
